*ANIMATED MULTISPECTRAL SATELLITE IMAGERY
SHOWS THAT TD 14W HAS ACCELERATED SINCE THE PREVIOUS FORECAST AND IS
QUICKLY APPROACHING COASTAL VIETNAM. CONVECTION REMAINS PERSISTENT
OVER THE LOW LEVEL CIRCULATION CENTER (LLCC). AS THE LLCC APPROACHES
THE COAST, TD 14W TRACK SPEED WILL SLOW, WITH A FURTHER DECREASE IN
SPEED AS IT MOVES OVER LAND. LAND INDUCED EFFECTS WILL BEGIN TO
ADVERSELY AFFECT THE LLCC STRUCTURE, LEADING TO CONTINUED BREAKDOWN
OF THE LLCC. DISSIPATION WILL BEGIN WITHIN THE NEXT 12 HOURS, AND IS
EXPECTED TO BE FINISHED AT 24 HOURS AS TD 14W MOVES INLAND. MODERATE
TO HIGH VERTICAL WIND SHEAR WILL INHIBIT DEVELOPMENT AS IT MOVES
OVER THE GULF OF TONKIN AND HELP IN THE DISSIPATION OF TD 14W...(more)
