TYPHOON HAGUPIT (NINA) RAPIDLY LOSING STRENGTH OVER LAND. HIGH WINDS

AND HEAVY RAINS CONTINUES ACROSS WESTERN GUANGDONG...NOW AFFECTING

NORTHERN VIETNAM.

*Residents along Northern Vietnam should closely monitor the progress of HAGUPIT (NINA).

+ FORECAST OUTLOOK: HAGUPIT is expected to continue dissipating across

Western Guangdong tonight and shall be over Northern Vietnam tomorrow

as a weakened Tropical Storm. The 2-day short-range forecast shows

HAGUPIT as a dissipating low pressure area along Northwestern Vietnam-

China border on Friday Sep 26.

+ EFFECTS: HAGUPIT's dissipating core (eye + eyewall) continues to

blast Westernmost Guangdong with strong winds (not more than 150 kph),

heavy rains and dangerous coastal storm surge reaching a height of 5

feet expected...Inner bands spreading westernmost Guangdong and has

spread across Northern Vietnam...Outer bands affecting the rest of

Southern and SW China, Hong Kong, Macau, Hainan Island, Southern Gulf

of Tonkin and Central Vietnam...Passing moderate to sometimes heavy

rainfall w/ winds not exceeding 60 km/hr can be expected along its

outer bands with inceasing wind speeds of up to more than 70 kph along

the inner bands. Deteriorating weather conditions can be expected into

Northern Vietnam later tonight as the inner bands and core of the di-

ssipating typhoon crosses the area. 24-hr rainfall accumulations of

200 up to 400 mm can be expected along the inner bands and near its

eye with isolated amounts reaching 500 mm. Residents in low-lying

areas & steep slopes must remain alert & seek evacuation for possible

life-threatening flash floods & landslides due to the anticipated

heavy rains brought about by this system. Precautionary measures must

be initiated if necessary. Possible coastal Storm Surge flooding of

4 to 5 feet above normal tide levels...along with large and dangerous

battering waves can be expected near and to the east of HAGUPIT's

projected path. Minimal damage is possible on this type of storm

surge.

23/18Z AS IT APPROACHED THE SOUTHEAST CHINA COAST. DVORAK INTENSITY
ESTIMATES WERE 6.5 (127 KNOTS) AT THIS TIME. THE SYSTEM MADE LAND-
FALL AT APPROXIMATELY 23/2030Z, 45 NM SOUTHWEST OF YANGJIANG, CHINA,
WHICH REPORTED MAXIMUM SURFACE WINDS OF 360/54 KNOTS WITH SLP OF
976.2 MB. THE SYSTEM HAS SINCE WEAKENED SLIGHTLY WITH ANIMATED SAT-
ELLITE IMAGERY DEPICTING ASYMMETRIC DEEP CONVECTION WITH A 20 NM
CLOUD-FILLED EYE. HOWEVER, A 232223Z SSMIS IMAGE STILL INDICATES A
COMPLETE EYE-WALL STRADDLING THE COAST WITH DEEP CONVECTIVE BANDING
WRAPPING INTO THE SOUTHEAST QUADRANT. TY 18W HAS TRACKED GENERALLY
WEST-NORTHWESTWARD AT 18 KNOTS. THE MODELS HAVE REMAINED CONSISTENT
AND IN EXCELLENT AGREEMENT WITH THE CURRENT FORECAST...(more)
