Super Typhoon JELAWAT (LAWIN) moving closer to the east of Batanes Islands...expected to turn NNW later today. This intense typhoon will pass just to the east of Basco, Batanes later this afternoon, with its inner rainbands slightly affecting the island group.
Meanwhile, Tropical Storm EWINIAR (19W) located outside of the Philippine Area of Responsibility (PAR), northeast of STY JELAWAT (LAWIN) has continued moving north, farther away from Chichi Jima. Its center was located about 401 km NNE of Chichi Jima or 2,311 km NE of Batanes (30.6N 142.2E)...with 1-min. sustained winds of 100 kph near the center, moving North @ 22 kph towards the Northwest Pacific Ocean. 3-DAY FORECAST OUTLOOK & ANALYSIS*
JELAWAT (LAWIN) is expected to move slowly NNW to Northward with little change in its forward speed during the next 12 to 24 hours...and may recurve NE-ward through the next 48 to 72 hours. On the forecast track, the core of JELAWAT will just remain over the North Philippine Sea, passing near to the east-northeast of the Batanes Group of Islands this afternoon...and is likely to pass close to the south of Ishigaki Jima on Friday morning. This typhoon could pass over the Okinawan Islands on Saturday noontime, before moving across the Ryukyus early Sunday.
Maximum Sustained Winds (1-min. avg) remain at 240 km/hr (130 knots) with higher gusts. This intense typhoon will start to weaken during the next 3 days as it moves into an area of lower Ocean Heat Content (OHC) or cooler sea-surface temperatures.
Typhoon Force Winds (118 km/hr or more) extend outward up to 100 kilometers (55 nautical miles) from the center...and Tropical Storm Force Winds (62-117 km/hr) extend outward up to 305 kilometers (165 nautical miles). JELAWAT is a very large-sized tropical cyclone with a diameter of 1,090 kilometers (590 nautical miles) across.
The following is the summary of the 3-day forecast outlook on this system:
FRIDAY NOON: Just below Super Typhoon strength...starts to recurve as it approaches the southern portions of Ishigaki Jima...about 168 km S of Ishigaki Jima [12PM SEP 28: 23.0N 124.0E @ 230kph].
SATURDAY NOON: Exits the Philippine Area of Responsibility (PAR)...passing over the Okinawan Islands or in the vicinity of Naha International Airport...weakens to Category 3...about 39 km SW of Kadena Airbase, Okinawa [12PM SEP 29: 26.1N 127.6E @ 195kph].
SUNDAY NOON: Weakens to a Category 1 Typhoon as it rapidly accelerates toward the NE...moving away from Ryukyu Islands...about 344 km NE of Amami Island [12PM SEP 30: 30.2N 132.2E @ 150kph].
*Please be reminded that the Forecast Outlook changes every 6 hours, and the Day 3 Forecast Track have an average error of 250 km...while the wind speed forecast error, averages 35 kph per day. Therefore, a turn to the left or right of its future track and changes in its wind speed must be anticipated from time to time.

75-KM RAGGED EYE - over water (North Philippine Sea). Possible calm and lull conditions (with <20 kph winds) will be expected inside the eye (click here to know more about the EYE).
EYEWALL - over water (North Philippine Sea)...not yet affecting any land areas. Typhoon Conditions with Typhoon Force Winds (>118 kph) will be expected within this wall (click here to know more about the Eyewall).
INNER RAINBANDS - over water (North Philippine Sea)...but its western fringes may reach the Batanes Islands later this afternoon through the evening.. Tropical Storm Conditions with Tropical Storm Force Winds (62-117 kph) will be expected along these bands.
OUTER RAINBANDS - its southwestern part affecting and spreading across Cagayan, Aurora and Isabela. Cloudy/Rainy Conditions with moderate to strong winds (<62 kph) will be expected along these bands (click here to know more about Rainbands).
24HR TOTAL RAINFALL ACCUMULATION - from 5 up to 200 mm (low to high rainfall) can be expected along areas affected by the outer & inner rainbands (see above)...with isolated amounts of 201 to 450 mm (high to very high) along areas near the center of Jelawat (Lawin) (click to open NOAA's eTRaP graphic).
COASTAL STORM SURGE FLOODING - possible 13-18 ft [4-5.5 m] above normal tide levels...accompanied by large and dangerous battering waves can be expected along the coastal, inland lakes and beach front areas of Northern Cagayan, Batanes, Eastern Taiwan, Yaeyama, and Ishigaki Jima today through Saturday. Extreme damage is likely on this type of storm surge. Danger from Rip Currents or Rip Tides can be expected along the rest of the beach-front areas of Eastern and Northern Luzon (click here to know more about Storm Surge).
