Tropical Storm KONG-REY (NANDO) now passing near the Batanes Islands as it slightly gained strength during the past 12 hours. Stormy weather prevailing across the Batanes Islands.
This storm will slightly induce the Southwest Monsoon (Hanging Habagat) - bringing mostly cloudy and breezy conditions with passing slight to moderate rains across Western Luzon including Metro Manila...becoming more frequent with possible heavy monsoon rains along Western Zambales, Pangasinan, La Union, and Bataan today. The threat of Flash floods and landslides are likely in hazard-prone areas especially along river banks and mountain slopes of the affected areas. Residents are advised to take necessary precautions.
Residents and visitors along Taiwan, Yaeyama-Miyako Islands, and Okinawa-Ryukyu Islands should closely monitor the development of Kong-Rey (Nando).

CURRENT STORM ANALYSIS
As of 5:00 am today, the center of TS Kong-Rey (Nando) was located over Luzon Strait...about 125 km northeast of Basco, Batanes or 355 km south-southeast of Hualien, Taiwan...currently moving north-northwest with a decreased forward speed of 13 km/hr towards Taiwan-Yaeyama Area.
Maximum Sustained Winds (1-min. avg) have increased to 95 km/hr near the center with higher gusts. Tropical Storm Force Winds (63-117 km/hr) extend outward up to 85 kilometers from the center. Kong-Rey (Nando) remains an average-sized tropical cyclone with a diameter of 555 kilometers across. The 24-hour rainfall accumulation near the center of Kong-Rey (Nando) is estimated to be extreme (380 mm).
2-DAY FORECAST OUTLOOK*
TS Kong-Rey (Nando) is expected to move north-northwest to north with a gradual increase in forward speed during the next 24 hours...and turn north to north-northeasterly through 48 hours. On the forecast track, the core of Kong-Rey (Nando) will be passing near the east coast of Taiwan late today...and will move out of the Philippine Area of Responsibility (PAR) or very close to the northeast coast of Taiwan on Thursday morning. By Friday morning, the storm will be moving across the East China Sea in the direction of Southern Japan.
TS Kong-Rey (Nando) will continue to intensify through the next 24 hours...and will start to weaken by 48 hours, transforming into an Extratropical (Mid-latitude) Cyclone. Advance Intensity Forecast (AIF) shows Kong-Rey (Nando) reaching its highest sustained winds of 110 km/hr on Thursday.
The following is the summary of the 2-day forecast outlook and an extended 3-day forecast on this system:
THURSDAY MORNING: Passing very near the northeastern coast of Taiwan as it exits PAR...intensifies to near-Typhoon strength...about 80 km east of Taipei, Taiwan [5AM AUG 29: 25.0N 122.4E @ 110kph].
FRIDAY MORNING: Moving across the East China Sea...starts losing strength...becoming Extratropical...about 300 km east-southeast of Ningbo, China [5AM AUG 30: 28.9N 124.4E @ 95kph].
SATURDAY MORNING: Accelerating rapidly northeastward towards Kyushu, Japan...becomes an Extratropical Cyclone...about 80 km southwest of Nagasaki, Japan [5AM AUG 31: 32.4N 129.2E @ 85kph].
*Please be reminded that the Forecast Outlook changes every 6 hours, and the Day 2 and 3 Forecast Tracks have an average error of 100 and 250 km respectively...while the wind speed forecast error, averages 35 kph per day. Therefore, a turn to the left or right of its future track and changes in its wind speed must be anticipated from time to time.

24HR TOTAL RAINFALL ACCUMULATION - from 5 up to 200 mm (slight to heavy rainfall) can be expected along areas affected by the outer & inner rainbands (see above)...with isolated amounts of 201 to 380 mm (heavy to extreme) along areas to the south, west and near the center of Kong-Rey (Nando).
