Current Storm Information + Forecast Outlook: CONSON (BASYANG) is expected to make landfall along the coast of Northern Vietnam, just SE of Hanoi around 7-8PM tonight and will then pass about 65 km. NE of Hanoi just after midnight [2AM JUL 18: 21.5N 106.3E @ 65kph]. This system will eventually dissipate tomorrow afternoon [2PM JUL 18: 22.3N 105.3E @ 35kph].

+ Effects & Hazards: CONSON's (BASYANG) circulation continues to affect Hainan and Vietnam including the Gulf Of Tonkin, with its center approaching the coast of Northern Vietnam. Its inner (rain) bands is now spreading across Northern Vietnam...while its outer (feeder) bands remains over Western Hainan Island, Eastern & Northern Vietnam and parts of Western Guangdong (China). Strong winds (60-80 kph) w/ moderate to heavy rains can be expected along its inner bands...while moderate to strong winds (30-50 kph) w/ occasional rains is likely along the outer bands. 6-hr total rainfall amounts of 5 up to 100 mm (light, moderate to heavy rain) can be expected along the outer and inner rainbands...

*TROPICAL STORM 03W (CONSON), LOCATED APPROXIMATELY 100 NM EAST-
SOUTHEAST OF HANOI, VIETNAM, HAS TRACKED NORTH-NORTHWESTWARD AT 10
KNOTS OVER THE PAST SIX HOURS. ANIMATED MULTISPECTRAL SATELLITE
IMAGERY DEPICTS AN EXPOSED LOW-LEVEL CIRCULATION CENTER (LLCC) WITH
DEEP CONVECTION SHEARED 20 NM SOUTHWEST OF THE CENTER. BASED ON THIS
IMAGERY, THE 17/00Z POSITION WAS RELOCATED 28 NM NORTHEAST OF THE
17/00Z WARNING POSITION. THERE IS HIGH CONFIDENCE IN BOTH THE
CURRENT POSITION AND THE 6-HOUR MOTION. RECENT IMAGERY INDICATES
THE SYSTEM HAS RETURNED TO A NORTHWESTWARD TRACK. THE CURRENT
INTENSITY IS BASED ON DVORAK ESTIMATES RANGING FROM 45 TO 55 KNOTS
AS WELL AS A 170209Z ASCAT IMAGE, WHICH SHOWED 45 KNOT UNFLAGGED
WINDS OVER THE NORTHERN SEMI-CIRCLE. TS 03W IS FORECAST TO TRACK
NORTHWESTWARD UNDER THE STEERING INFLUENCE OF THE LOW- TO MID-LEVEL
SUBTROPICAL RIDGE AND SHOULD MAKE LANDFALL NEAR 17/12Z. THE SYSTEM
WILL WEAKEN RAPIDLY OVER LAND AND WILL DISSIPATE BY TAU 24. THERE
ARE NO SIGNIFICANT CHANGES TO THE TRACK PHILOSOPHY SINCE THE
PREVIOUS WARNING. BASED ON THE MINOR RELOCATION, THE TRACK WAS
SHIFTED NORTHWARD BUT IS PARALLEL TO THE 17/00Z FORECAST
