  • Tropical Storm 03W (BASYANG) is now internationally known as CONSON...rapidly gaining strength and speed while maintaining its small convective structure...increases its threat to Luzon including Bicol Region, eyeing a possible landfall along Aurora-Isabela Area by Wednesday.

    *Residents and visitors along Bicol Region and Luzon should closely monitor the progress of CONSON (BASYANG).

    + Forecast Outlook: CONSON (BASYANG) is expected to maintain its WNW track through the next 2 to 3 days and intensify as it moves towards Northern Luzon, almost becoming a Typhoon w/ forecast winds of 110 kph tomorrow evening [8PM JUL 13: 16.3N 124.1E]. It will then make landfall somewhere between Northern Aurora and Southern Isabela Wednesday morning [8 AM JUL 14: 17.0N 122.3E], and then cross Northern Luzon. CONSON will lose strength upon traversing the mountainous terrain of the Sierra Madres and the Cordilleras on Wednesday noon until the evening. The 3 to 5-Day Long-Range Forecast shows the system exiting Ilocos Provinces by Thursday [8AM JUL 15: 18.8N 119.5E] and will turn more to the NW across the South China Sea on Friday...approaching Southern China on Saturday [8AM JUL 16: 21.2N 117.9E...8AM JUL 17: 23.1N 117.1E].

    + Effects & Hazards: CONSON's (BASYANG) small and compact circulation continues to improve while it remains over the Philippine Sea...its initial effects & hazards of this storm will start to be felt across Eastern Bicol Region beginning tomorrow morning. 6-hr total rainfall amounts of 5 up to 75 mm (light to moderate rain) can be expected along its rainbands...with isolated amounts of up to 110 mm (moderate) near the center of CONSON.     THE PAST SIX HOURS. ANIMATED MULTISPECTRAL SATELLITE IMAGERY
    INDICATES INCREASED CONVECTIVE ORGANIZATION. A 85 GHZ TRMM
    MICROWAVE IMAGE DEPICTS TIGHTLY CURVED BANDING WRAPPING INTO A
    MICROWAVE EYE FEATURE, CONFIRMING THAT THE SYSTEM IS UNDERGOING A
    PERIOD OF RAPID INTENSIFICATION ASSOCIATED WITH LOW VERTICAL WIND
    SHEAR (VWS), HIGH SST (>30 DEGREES CELSIUS), AND HIGH OCEAN HEAT
    CONTENT (OHC) ALONG THE TRACK. THE CURRENT INTENSITITY IS BASED ON A
