TROPICAL STORM TORAJI (03W) MOVING ONSHORE NEAR THE VIETNAM-
CHINA BORDER...EXPECTED TO MAKE LANDFALL IN THE COMING HOURS.
+ FORECAST OUTLOOK: TORAJI is expected to dissipate over land CHINA BORDER...EXPECTED TO MAKE LANDFALL IN THE COMING HOURS.
(Western China) within 12 to 24 hours after making landfall
along the Vietnam-China border early tonight.
+ EFFECTS: TORAJI's cloud circulation continues to cover por-
tions of Northern Vietnam, Western Hainan and the Gulf of Ton-
kin, bringing gale-force winds and widespread rains across the
area. Flooding can be expected along the low-lying areas of
Northern Vietnam and Western Hainan as moderate to heavy rains
can be expected today.
+ TROPICAL CYCLONE WATCH: The Tropical Disturbance (90W/LPA/
1008 MB) over the Philippine Sea remained almost stationary
to the East of Siargao Island. It was relocated once again
about 285 km ENE of Siargao Island or 405 km ESE of Tacloban
City, Leyte (10.1N 128.5E)...with wind speeds of 30 km/hr and
was moving WNW slowly. This disturbance will be closely moni-
tored for possible development into a Tropical Depression (TD).

^OVER THE LAST 12 HOURS, TROPICAL STORM (TS) 03W (TORAJI) HAS
CROSSED THE ISLAND OF HAINAN AND MOVED INTO THE GULF OF TONKIN.
DURING THAT TIME, TS 03W WAS UPGRADED TO TROPICAL STORM STATUS
AND THEN MAINTAINED INTENSITY, DESPITE INTERACTIONS WITH HAINAN.
CONVECTIVE BANDING HAS MAINLY BEEN RESTRICTED TO THE SOUTHERN
QUADRANTS...(more info)
