MAYSAK (QUINTA) HAS WEAKENED INTO A TROPICAL DISTURBANCE (LPA)...RELOCATED
FARTHER TO THE WEST-SOUTHWEST OF ITS PREVIOUS POSITION...NO LONGER A
THREAT TO WESTERN PHILIPPINES.

*UNLESS REGENERATION OCCURS, THIS IS THE FINAL EMAIL UPDATE ON THIS SYSTEM.

+ FORECAST OUTLOOK: Ex-MAYSAK is expected to continue moving WSW in the
direction of Southern Vietnam...A possible regeneration of this system is
likely if improved upper-level environment occurs.

+ EFFECTS: Ex-MAYSAK's scattered rainbands is now well in the middle of the
South China Sea. These bands is expected to bring widespread rains with
passing moderate to strong squalls...with wind gusts not in excess of
45 kph.

+ CURRENT MONSOON INTENSITY: Moderate to strong Northeast (NE) Monsoon
enhanced by EX-MAYSAK (QUINTA) is currently affecting Northern and Central
Luzon including Metro Manila, Mindoro, Northern Palawan and Bicol Region.
Cloudy skies with light to moderate passing rains w/ at times heavy downpour
& NE'ly winds not exceeding 60 km/hr can be expected along the affected
areas. Landslides, mudslides, mudflows (lahars) and life-threatening flash
floods are likely to occur along steep mountain/volcanic slopes, river

TROPICAL DEPRESSION MAYSAK (QUINTA) HAS CONTINUED DRIFTING SOUTHWARD
DURING THE PAST 24 HOURS AND IS CURRENTLY STATIONARY WEST OF MANILA.

+ FORECAST OUTLOOK: MAYSAK is expected to remain a weak system as it
tracks Southward with a slight SSW turn later. MAYSAK may dissipate
into a tropical disturbance (LPA) within the next 12 to 24 hours if
poor atmospheric environment continues.

+ EFFECTS: MAYSAK's rainbands continues to affect Western Luzon.
These bands is expected to bring widespread rains with passing mode-
rate to strong squalls...with wind gusts not in excess of 55 kph.

+ CURRENT MONSOON INTENSITY: Moderate to strong Northeast (NE) Monsoon
embedded within a frontal system & enhanced by TD MAYSAK (QUINTA) now
affecting the rest of Luzon including Metro Manila and Bicol Region.
Cloudy skies with
light to moderate passing rains w/ at times heavy
downpour & strong NE'ly winds not exceeding 50 km/hr can be expected

MAYSAK (QUINTA) HEADING SOUTH-SOUTHEAST SLOWLY AS IT RE-ENTERED THE
PHILIPPINE AREA OF RESPONSIBILITY (PAR)...DOWNGRADED INTO A WEAK
TROPICAL DEPRESSION...EASTERN RAINBANDS AFFECTING WESTERN LUZON
INCLUDING METRO MANILA AND MINDORO.

+ FORECAST OUTLOOK: MAYSAK is under moderate to strong upper-level winds
(vertical wind shear) which is destroying the depression's upper-level
structure (located around 30,000 to 40,000 feet)...expected to continue
moving SSE with a Southerly to SSW'ly turn later. MAYSAK is forecast to
dissipate into a tropical disturbance (LPA) within the next 12 to 24
hours while moving towards Spratly Islands.

+ EFFECTS: Its eastern rainbands continues to move away from MAYSAK's
low-level circulation center (LLCC) towards the East to ENE affecting the
Island of Luzon, becoming more intense along the Western parts of Luzon
(from Ilocos down to Mindoro). These bands is expected to be absorbed by
a passing frontal system located just east of Taiwan and will bring wide-
spread rains with passing moderate to strong squalls...with wind gusts not
in excess of 70 kph. Residents in low-lying areas & steep slopes must
remain alert & seek evacuation for possible life-threatening flash floods,
mudslides & landslides due to the anticipated heavy rains brought about
by this system. Precautionary measures must be initiated if necessary.

+ CURRENT MONSOON INTENSITY: Moderate to strong Northeast (NE) Monsoon
enhanced by TD MAYSAK (QUINTA) is affecting the islands of Batanes-Babuyan-
Calayan, Northern Luzon, SE China and Taiwan. Cloudy skies with light to
moderate passing rains w/ at times heavy downpour & strong NE'ly winds not
exceeding 65 km/hr can be expected along the affected areas. Landslides,
mudslides, mudflows (lahars) and life-threatening flash floods are likely
to occur along steep mountain/volcanic slopes, river banks, low-lying &
flood-prone areas of the affected areas.

THE LUZON STRAIT. THIS FEATURE IS CONFIRMED BY A 092215Z WINDSAT
SCATTEROMETRY PASS WHICH SHOWS STRONG NORTHEASTERLY GRADIENT FLOW
POLEWARD OF THE TROUGH AXIS AND WEAKER SOUTHWESTERLY FLOW ON THE
EQUATORWARD SIDE. THIS REGION IS ALSO EXPERIENCING EXTREME VERTICAL
WIND SHEAR ASSOCIATED WITH THE MAJOR SHORTWAVE TROUGH EXITING CHINA
WHICH WILL CONTINUE TO MOVE EAST AND FURTHER DEGRADE THE SYSTEM OVER
THE NEXT 24 HOURS. THUS, DESPITE THE STRONG WINDS AND TIGHT TROUGHING
WHICH ARE EXPECTED TO PERSIST IN THE REGION FOR THE NEXT SEVERAL DAYS,
CONDITIONS ARE NO LONGER FAVORABLE FOR FURTHER DEVELOPMENT OF TD 24W.

TROPICAL STORM QUINTA (MAYSAK) DECELERATES AND WEAKENS..BEGINS ITS
CLOCKWISE LOOP OVER THE SOUTH CHINA SEA...MAY RE-ENTER THE PHILIPPINE
AREA OF RESPONSIBILITY (PAR).

*Interests in Western Luzon should closely monitor the progress of MAYSAK (QUINTA).

+ FORECAST OUTLOOK: MAYSAK is expected to undergo a unique, clockwise
loop off its track within 24 hours and continue to lose strength across
hostile environment. The 3-day medium range forecast shows MAYSAK com-
pleting its clockwise loop after being left behind by the frontal system
off Taiwan and to be pushed by a developing high pressure steering ridge
off China towards the South and SSW. MAYSAK shall weaken and dissipate
over the southern waters of the South China Sea on November 12.

+ EFFECTS: MAYSAK's eastern outermost rain bands is now affecting Western
Luzon (from Ilocos down to Mindoro). These bands is expected to bring
widespread rains with passing moderate to strong squalls...with wind gusts
not in excess of 55 kph. Residents in low-lying areas & steep slopes must
remain alert & seek evacuation for possible life-threatening flash floods,
mudslides & landslides due to the anticipated heavy rains brought about
by this system. Precautionary measures must be initiated if necessary.
Possible coastal Storm Surge flooding of up to 3 feet above normal tide
levels...accompanied by large and dangerous battering waves...is possible
near the center of MAYSAK. Very minimal damage is likely on this type of
storm surge.

+ CURRENT MONSOON INTENSITY: Moderate to strong Northeast (NE) Monsoon
enhanced by TS MAYSAK (QUINTA) is affecting the islands of Batanes-Babuyan
-Calayan, Taiwan and SE China. This wind system is expected to begin
affecting Extreme Northern Luzon tonight until tomorrow. Cloudy skies with
light to moderate passing rains w/ at times heavy downpour & strong NE'ly
winds not exceeding 75 km/hr can be expected along the affected areas.
Landslides, mudslides, mudflows (lahars) and life-threatening flash floods
are likely to occur along steep mountain/volcanic slopes, river banks,
low-lying & flood-prone areas of the affected areas.

^TROPICAL STORM (TS) MAYSAK (24W) HAS INTENSIFIED OVER THE PAST 12 HOURS
DUE TO IMPROVED POLEWARD OUTFLOW INTO A MIDLATITUDE SHORTWAVE TROUGH.
THE SYSTEM CONTINUES TO TRACK POLEWARD ALONG THE WESTERN FLANK OF THE
LOW-TO MID-LEVEL SUBTROPICAL RIDGE (STR). THE DYNAMIC MODELS, WITH
THE EXCEPTION OF WBAR, CONTINUE TO INDICATE RAPID WEAKENING, SLOW
MOVEMENT, AND AN EVENTUAL SOUTHWARD TRACK. HOWEVER, THE TIMING OF
THESE STAGES VARIES AND REPRESENTS THE PRIMARY FORECAST CHALLENGE
