TROPICAL STORM DURIAN (24W) NOW ACCELERATING AWAY FROM
SOUTHERN MARIANAS BUT NEARS YAP AND ULITHI ISLANDS...
REMAINS A MAJOR THREAT TO EASTERN PHILIPPINES PARTI-
CULARLY SAMAR, BICOL REGION AND QUEZON PROVINCES IN
3 TO 4 DAYS TIME.

...All interests in the Samar, Bicol and Quezon Provinces
should closely monitor the progress of this potential typhoon.
The Philippine local disaster units must be on alert status
beginning tomorrow, Monday as this system might become a dange-
rous Typhoon similar to Super Typhoons ANGELA (ROSING) [Nov 3,
1995] & NINA (SISANG) [Nov 26, 1987]
.

+ FORECAST OUTLOOK: DURIAN is expected to continue accelerating
West to WNW and intensify further into a Typhoon within the next
36 to 48 hours. It is likely to enter the Philippine Area of
Responsibility (PAR) early Tuesday morning, Nov 28 and will be
named locally by PAGASA as "REMING." The 3 to 5-day (Nov 29-Dec
01) Long-range forecast shows the system growing into an ex-
tremely dangerous Category 4 Super Typhoon (240 km/hr), passing
over the Northern Coast of Catanduanes and Caramoan Peninsula
in Bicol Region by Thursday afternoon, Nov 30 (approx. 2 PM
local time/06 GMT). This system shall make landfall near Baler,
Aurora by noontime Friday (12 NN Dec 01) and be overland along
Nueva Ecija-Vizcaya Area hours later (2 PM local/06 GMT Dec 01)
. 

+ EFFECTS: The storm's northern circulation continues affecting
the Southern Mariana Islands including Guam. Passing showers
accompanied with gale-force winds to prevail across the islands
today. Improving weather conditions shall be expected tomorrow
as the storm moves away from the area

NEWLY-FORMED TROPICAL DEPRESSION DURIAN (24W) RAPIDLY BECOMES
A TROPICAL STORM...HEADS FOR THE PHILIPPINES WITH A POTENTIAL
SUPER TYPHOON STRENGTH...SAMAR, BICOL AND QUEZON INCLUDING
AURORA IN SERIOUS THREAT

should closely monitor the progress of this potential typhoon.
The Philippine local disaster units must be on alert status
beginning tomorrow, Monday as this system might become a dange-
rous Typhoon similar to Super Typhoons ANGELA (ROSING) [Nov 3,

+ FORECAST OUTLOOK: DURIAN is expected to accelerate WNW and
intensify further into a Typhoon within the next 24 to 48 hours.
It is likely to enter the Philippine Area of Responsibility (PAR)
Tuesday morning, Nov 28. The 3 to 5-day (Nov 29-Dec 01) Long-range
forecast shows the system growing into an extremely dangerous Ca-
tegory 4 Super Typhoon (240 km/hr), passing to the North of Bicol
Region (approx 100 km North of Catanduanes) Thursday morning, Nov
30. This system shall approach the Eastern Coast of Northern Que-
zon Friday morning (8 AM Dec 01) at Category 5 with projected wind
speed of 250 km/hr
. 

+ EFFECTS: The storm's northern circulation continues affecting

TROPICAL STORM CHEBI (QUEENIE) WEAKENS FURTHER AS IT
TRACKS NORTHWEST, CLOSER TO HAINAN ISLAND

+ FORECAST OUTLOOK: The forecast remains unchanged...CHEBI
is expected to continue losing strength as it encounters
drier air from Southern China and increasing upper level
winds which disrupt the storm's circulation. The 24 to
48-hr. forecast (Nov 15-16) shows CHEBI making landfall
over Hainan Island by early tomorrow morning (Nov 15).
 

+ EFFECTS: The storm's circulation now approaching the
Island of Hainan as its Western Outer Bands moves in.
Rains and winds can be expected along the Eastern Coast
of Hainan Island this morning, with deteriorating weather
conditions later tonight as Chebi moves closer to the area

the low-level subtropical steering ridge anchored in the
Philippine Sea. TS Chebi is forecast to turn slightly west-
northwestward after 12 hours as the steering ridge builds
westward into the South China Sea. The system is forecast

CHEBI (QUEENIE) EXITS THE PHILIPPINE AREA OF RESPONSIBILITY
(PAR) AS IT WEAKENS INTO A TROPICAL STORM...HEADS FOR HAINAN
ISLAND-GULF OF TONKIN AREA.

+ FORECAST OUTLOOK: CHEBI is expected to continue losing
strength as it encounters drier air from Southern China
and increasing upper level winds which disrupt the storm's
circulation. The 3 to 4-day forecast (Nov 16-17) shows
CHEBI turning towards the WNW and NW, making a passby over
the western coast of Hainan Island as a weakened depression.
 

+ EFFECTS: The storm's circulation remains over the South
China Sea and is not affecting any land areas at this time

^TY Chebi is currently tracking westward under the steering
influence of the mid-level subtropical ridge (str), which,
according to the 12/00z 500mb analysis, is centered north-
east of Hainan Island, China. The 500 mb high center has
shifted eastward to its present position and has built
eastward over Taiwan over the past 24 hours in response to
a midlatitude ridge building into eastern China. Detailed
analysis shows that the northwestern periphery of the str
has weakened due to a series of shortwaves moving across
China and is expected to continue weakening and shifting
eastward as evident by height falls north of Vietnam.
This evolving pattern is key to the forecast through 72
hours and is supported by the majority of dynamic aids
which indicate a west-northwestward to northwestward
track along the southwestern periphery of the str. This
forecast is based on a consensus of the available dynamic
